q-tip type of swabs, in which the individual just lightly scrapes the inside

Right now there is no MtDNA (female DNA test) being done. The reason being is
that particular test is a little bit more complicated to apply for
genealogical research of a surname.

orders the kit, then submits the DNA sample back along with payment then is
given a set of results.

who's?
Whatever male individuals by the name of Kemp join the project then their
results will be compared for matching or not matching. In the event the
indiduals match then they are placed in a group.

Yes if an individual joins the project and has a paper trail back to the John
Kemp (1380) Archbishop of Canterbury or any known Kemp relation ( say a
brother, or uncle, cousin, etc.) to that John Kemp then yes it is possible to
compare DNA results.

That is exactly my thinking for starting the project.
Having the paper trail (i.e, documentation on any given lineage) is really an
extremely important and key ingredient to have even with the DNA testing.
I say that because the paper trail actually defines and establishs the
relations of a lineage and the DNA testing will confirm the relations of the
lineage.
So it is good to have both working hand in hand for research of the ancestor.
